Ibarra, capital of Imbabura province, sits about 2,200 metres up beneath Imbabura volcano. Founded in 1606 and thrown down by the earthquake of 1868, it was rebuilt after its survivors returned in 1872: the White City of whitewashed walls, grey stone churches and paila ice cream.
